Role Purpose
As the Programme Manager for the IAF Stormwater Programme, you will oversee the planning, execution, and delivery of critical stormwater infrastructure projects. You will be responsible for managing multiple interdependent projects, ensuring they are delivered on time, within budget, and aligned with the Council’s strategic goals. This role includes managing key stakeholder relationships, monitoring programme performance, and ensuring the integration of project outputs into the wider infrastructure and housing development objectives.

 

Key Responsibilities

  • Programme Management: Develop and maintain a comprehensive programme plan, ensuring alignment with the Council’s strategic goals.
  • Risk and Issue Management: Identify, assess, and manage risks and issues. Implement effective mitigation strategies.
  • Governance and Reporting: Establish robust governance frameworks and provide regular updates to the Programme Sponsor and Governance Group.
  • Stakeholder Engagement: Build and maintain strong relationships with key stakeholders, including iwi, central and local government, and developers.
  • Contract and Supplier Management: Manage contracts and relationships with suppliers and contractors, ensuring delivery aligns with programme objectives.
  • Operational Integration: Ensure a smooth transition of project outputs into business-as-usual operations, including operational readiness plans.
  • Quality Assurance: Develop and implement quality assurance plans, conducting regular reviews and audits to meet Council standards.
  • Financial Management: Oversee the programme’s budget, ensuring financial resources are managed effectively within approved tolerances.

 

Qualifications and Skills

  • Bachelor's degree, ideally in; business, Project, Programme, Portfolio Management or related field.
  • 10+ years’ experience managing large or complex programmes, particularly those involving infrastructure, housing, or local government.
  • Sound practical technical knowledge of stormwater infrastructure projects and their impact on housing development.
  • Proven experience in delivering large scale programmes involving construction, business operations and business change initiatives.
  • Demonstrated experience managing externally funded government programmes
  • Proven record of contract supervision in relation to contractors and professional services.
  • Minimum of 5yrs managing Programmes in a large organisation.
  • Track record of reporting to senior stakeholders.
  • Formal PPM training and certification e.g. MoP, MSP, Prince2, PMP, Agile. 
  • Private, local and/or central government experience in a similar role.
  • Proven experience and/or qualification in Change Management.
