Australian Red Cross is seeking skilled Information Management (IM) specialists to join our International Delegate (aid worker) Register. From the Delegate Register, IM Coordinators can be deployed internationally by the Red Cross to support operations and provide professional assistance to individuals and communities impacted by humanitarian disasters or conflicts. Deployments typically range in duration from three to twelve months and are salaried.
Please note that recruitment to the Delegate Register does not guarantee employment with Red Cross. It does however place the individual on standby to deploy, and enables suitable preparation and training for deployment, should the need arise.

Australian Red Cross’ International Delegate Register
The Red Cross and Red Crescent (RCRC) Movement is the largest humanitarian network in the world. It comprises the International Committee of the Red Cross (ICRC), the International Federation of the Red Cross and Red Crescent (Federation) and 192 National Societies. The RCRC mandate is to protect and support populations experiencing conflicts, disasters and other vulnerabilities.
ARC maintains an active register of highly screened and trained humanitarian workers (referred to as delegates within the Red Cross) who are deployed to international crises when local capacity is overwhelmed or where additional specialist resources are required. Deployments take place through fixed-term contracts, with delegates seconded into the operations of the ICRC or Federation.
In all activities, Australian Red Cross’ delegates, staff, volunteers and members are guided by the Fundamental Principles of the Red Cross and Red Crescent Movement.

Information Management Coordinator Position Summary
Candidates recruited to join the Australian Red Cross delegate register as an Information Management (IM) Coordinator will support the Red Cross and Red Crescent Movement mandate and mission of ensuring humanitarian protection and assistance for victims of events, such as armed conflicts and disasters. Their duties focus on the collection, analysis, interpretation and dissemination of data and information during emergencies to strengthen operational decision making and reporting, while supporting National Societies in developing their IM capacity.
Educational Requirements
Relevant university degree or higher education, preferably in management, social sciences or international development.
Other Essential Requirements
- Citizen or permanent resident of Australia.
- Fluent spoken and written English.
- Level B2 (CEFR standard) in a second language (Russian, French, Arabic, Spanish) strongly preferred.
- Extensive professional experience as aligned with the technical and behavioural competencies (outlined below).
- Previous international humanitarian and/or development experience in low-income countries (non-government organisations, international organisations or charity).
- Digital Literacy, including ability navigate digital devices (laptops, smartphones), analyse web-based information and work effectively with the Microsoft Office suite of applications.
- Ability to drive a manual car.
- Personal motivation to provide humanitarian assistance to individuals and communities impacted by disasters or armed conflict.
- Ability to adapt to and function effectively in challenging living conditions and potentially unstable security environments.
- Ability to work effectively while under pressure and within multicultural teams.
- Excellent organisational skills.
Technical competencies
Data Collection and assessment
- Designs advanced data collection forms using complex survey logic, variety of different question types.
- Chooses an appropriate license for generated data.
- Describes different question types and automated metadata.
- Supports data collection trainings.
- Follows a data collection plan to support activity monitoring and evaluation plans.
- Implements basic file encryption using software features and understanding of the limitations of such methods
- Experience in conducting emergency needs assessment and managing humanitarian information and data in complex operations and a strong understanding of social statistics.
- Experience with coordinating mobile data collection, data visualisation, including mapping and M&E and the use of key tools and software including KoBo / Open Data Kit, QGIS, ESRI, Tableau and Illustrator.
Data Storage and Management
- Cleans data using software developed specifically for that purpose, according to data standards. Creates guidelines and basic controls to improve data collection quality.
- Differentiates between relational and non-relational databases. Uses advanced file formats for data collection and transformation. Sets up a simple physical data model.
- Designs and implements data backup and contingency plans.
- Establishes a live connection between a web API and a database or data visualization tool.
- Implements mitigation measures to avoid a data breach or minimize its impact. Detects when data breaches occurs and notifies the proper channels. Participates in a DPIA or in the investigation of a data breach.
Data Analysis
- Conducts secondary data analysis using appropriate statistical processes.
- Identifies and uses appropriate, statistically valid approaches to summarize and interpret available data. Performs structured analysis. Critically assesses an analysis for underlying assumptions that may not be clearly stated. Assesses and clearly communicates the limitations of the conclusions of an analysis. Identifies ways to mitigate the effects of sources Applies appropriate techniques to assess uncertainty and confidence in analysis results.
- Applies basic qualitative analysis methods and identifies their limitations (for example, content or thematic analysis). Performs basic functions with a qualitative analysis software. Critically assesses an analysis for underlying assumptions that may not be clearly stated. Assesses and clearly communicates the limitations of the conclusions of an analysis.
- Adapts an analytical framework for a specific operational context. Identifies when geospatial attributes are required for analysis or reporting.
- Performs geographic/spatial analysis (for example, nearest neighbour, overlay). Conducts raster data analysis (for example, supervised classification, and raster calculations). Writes queries within spatial context.
- Demonstrated ability in manipulating large data sets and in using data analysis tools and languages such as FME, Python, R, STATA, SPSS.
Data Dissemination:
- Adjusts design of information products to effectively shape key messaging and maximize impact
- Develops design templates and sets style standards for products. Adapts and updates templates and styles.
- Build reusable dashboard visualizations in a spreadsheet software.
- Sets up, codes, configures and maintains website that houses information products.
- Applies data visualization JavaScript libraries. Designs and builds API web services.
Data for Decision Making
- Describes the methods, formats, and protocols for improved interoperability, sharing, and accessibility both internally and with other humanitarian partners (HXL, metadata, ISO standards, common operational data models, place codes, IATA Standards). Shares and accesses data through several platforms (Humanitarian Data Exchange (HDX), OpenStreetMap (OSM), ReliefWeb). Develops data sharing and open data guidance/job aids.
- Supports response option analysis (for example, suggesting programmes to respond to identified needs). Identifies response gaps and provides recommendations for further action.
- Provides constructive and actionable feedback on information products. Leads a human-centred design process with stakeholders.

Candidate Assessment
All candidates will be assessed based on technical and core competencies specific to this role. Candidates may be further invited to take part in a competency-based interview, assessment centre and psychological assessment.
